USDA 9003 Program 

The USDA 9003 Program supports commercial-scale renewable energy and biobased product ventures. With loan guarantees of up to $250 million, this program is designed to help innovative businesses build or expand cutting-edge facilities that process renewable inputs into valuable end-user products.



Loan Purposes

  • Finance the development, construction, or retrofitting of biorefineries using eligible technology
  • Support new biobased product manufacturing facilities with commercial-scale equipment
  • Enable the conversion of renewable chemicals and biobased materials into market-ready goods.
  • Refinancing may be eligible in certain circumstances.

Equity Requirements

Equity contribution requirements will vary by project structure and must meet USDA thresholds. Our team will work with you to structure the capital stack for maximum advantage, including potential USDA-guaranteed loans covering up to 90% of the total.

  • Commercial-scale biorefineries.
  • Biobased manufacturing facilities using new, commercial-scale processing equipment.
  • Renewable chemical conversion facilities.
